What you will do

  • To lead the establishment and maintenance of the specific business domain elements within the Regional Project Portfolio, ensuring its alignment with and enabling the realisation of global and regional business strategies, within the financial and human resource capacity constraints.

  • To ensure delivery of agreed new capabilities and programmes within the time, cost and quality constraints across multiple domain with rigorous application of supplier management.

  • To lead and deliver E2E cross functional Digitalization programs.

  • To create new frameworks and policies and introduce them to stakeholders.

  • To lead the establishment of new Business Solutions, Development platforms, Data Analytics and Tools for the region.

What are your key areas of responsibilities

Customer Management

  • Act as primary Express IT Asia representative to the Regional leader of the business domain and APEC countries for driving IT program and project activities

  • Member of the Steering Groups for the domain

  • Active participant on project boards of all significant projects within the business domain

  • Build working relationship with key business users from countries to agree on regional requirements for business solutions and to communicate roadmaps progress and status.

  • Lead the creation ofthe formal statements of requirements and associated tests, for the business domain

  • Direct the delivery of agreed programmes and projects within the time, cost and quality constraints for the domain.

  • Build working relationship with the Regional Head of Function, Functional Sponsors to resolve issues in priority or funding conflicts between projects in that domain

  • Lead the functional reviews with Regional head of Function / key stakeholders to align on business priorities and IT solutions.

Stakeholder management

  • Build working relationship with Acct Mgmt within IT Services and external vendors: to communicate application roadmaps ;to agree the overall program of work ; and to resolve any points of escalation

  • Build working relationship with the Domain directors in the other Regions/ Corporate Divisions to get alignment and leverage potential synergies

  • Direct the delivery of agreed programmes and projects within the time, cost and quality constraints for the domains through rigorous application of supplier performance management

  • Ensure co-ordination with Regional Strategy and Planning group to ensure alignment of projects, programs and Roadmaps with architectures, models and overall strategy

  • Build working relationship with Account Mgmt inIT Services to agree the deployment schedule for the region, and resolve any points of escalation

  • Build working relationship with the relevant (run) representatives of IT Servicesto review the impact of the business applications on current and forecast capacity demand

  • Establish and manage relationships with vendors of third party packaged software solutions for potential use by the business as an alternative to an internally developed solution

  • Active relationship with solution vendors and consulting companies in the development of short and long term contracts

Process management

  • Establish and maintain the capability to capture comprehensive statements of requirements for the application domains

  • Establish and maintain the capability to capture comprehensive statements of requirements across domains with willingness to lead such programmes.

  • Manage the procurement of all applications (buy or build) within the domain and drive the supply organisations to deliver those applications to time, cost and quality as appropriate to the business requirements

  • Manage the preparation of detailed costed Roadmaps and migration strategy for the application domain which ensures the smooth transition from existing to new applications

  • Act as point of resolution eg for conflicting functional or project priorities

  • Provide regular reports of progress towards meeting programme deliverables

  • Manage the definition of an overall release plan for the business domain.

  • Seek opportunities to digitalize and as required, innovate to bring improvements to business processes.

People management

  • Direct / indirect control and motivate Program & Domain teams, including mentoring, recruitment, retention, monitoring performance and management

  • Institutionalise a service and measurement culture for the domain that routinely establishes and monitors Key Performance Indicators

  • Ensure development of a comprehensive training plan for direct reports and subordinates

  • Direct the allocation of appropriate resources and commitment of staff to the achievement of the Regional objectives and targets for their domain

What you should have:

  • At least 10 years with advanced degree (or 15 years without) of multi-disciplined IT or Management experience

  • Extensive knowledge and expertise in Project/Program management, Portfolio management methodologies and tools.

  • Experience in an IT departmentrun as a profit center, delivering IT strategies that are tied to business goals and outcomes

  • Experience doing development and include new skill sets such as Cloud, API or BI and Data Analytics

  • Logistic business knowledge is an advantage

  • Experience in large sophisticated organization with high volume/high transaction environment including the physical shipment of goods

  • Program management experience with applications in Finance, OTC & Imaging functional areas. Establish Business Tools/Technology, Development and Data Analytics platforms

  • Experience doing development, including new skill sets such as Public/Private Cloud, API's Global/Regional experience working in Cross functional teams focussed on delivering Business outcomes.

  • Advanced University Degree in Computer Science, Information Systems, Business Administration or related field.

  • Professional certification in Project Management (or needs to be obtained as soon as possible)

  • Advanced certification in programme and/or portfolio management preferred
